(a) & (b): Yes, Madam, PPPs in the urban infrastructure are a relatively new phenomenon and the implementing agencies face both financial and non-financial capacity constraints. Managing the expectations of the multiple stakeholders and optimally allocating the risks and returns of the PPP project among the project partners are challenges facing the public authorities. The Government augments the capacities, both financial and non-financial, of the State Governments and Urban Local Bodies to implement PPPs through seminars, workshops and training on PPPs. Government has also brought out bid documents, toolkits and guidelines to help States in promoting PPPs in urban infrastructure.
(c) :The state-wise list of ongoing PPP projects along with the nature of infrastructure development involved being supported by Ministry of Urban Development is at Annexure-I.
(d) :The state-wise and sector-wise list of Foreign Direct Investment (FDI) equity inflow in the Construction Development Sector (townships, housing, built-up infrastructure and construction-development projects) is at Annexure-II.
