Question : State-run Oil and Gas Entities

(a) whether the State-run oil and gas entities have failed to compete with international and domestic private oil and gas majors;
(b) if so, the details thereof and the reasons therefor;
(c) whether the Government plans to merge State-run oil and gas entities to create an integrated firm having the strength to compete with international and domestic private oil and gas majors;
(d) if so, the details thereof;
(e) whether some State-run oil and gas entities prefer to remain separate even in case of merger; and
(f) if so, the details of those companies and the response of the Government thereto?

(a) & (b): No Sir, Six Oil and Gas Public Sector Undertakings under Ministry of Petroleum and Natural Gas feature in the S & P Global Platts: Top 250 Global energy Company Rankings- 2018, out of which four Oil & Gas PSUs namely, Indian Oil Corporation Limited, Oil & Natural Gas Corporation Limited, Bharat Petroleum Corporation Limited and Hindustan Petroleum Corporation Limited are in top 100.
(c) & (d): At present there is no proposal to merge state-run Oil and Gas entities. under consideration of the Ministry.
(e) &(f): ONGC has acquired 51.11% of total paid up equity shareholding in HPCL. Post-acquisition by ONGC, HPCL will continue to be a Central Government Public Enterprises (PSE), having become a subsidiary of ONGC. It will maintain its cultural uniqueness and brand identity.
