Question : Drinking Water and Sanitation Projects

(a) the details of the schemes being implemented by the Government to provide assistance to the States for improving the facilities for drinking water, drainage/sewage and waste management;
(b) the details of proposals/projects received by the Union Government from various States under these schemes during each of the last three years and the current year, project/State-wise;
(c) the number of proposals/projects cleared and the funds sanctioned/released during the above period, project and Statewise along with the implementation status of the projects;
(d) the number of proposals pending/ declined, project and State-wise indicating the reasons therefor along with the time by which the pending proposals are likely to be cleared;
(e) the number of projects pertaining to clean drinking water running in Rajasthan including the desert areas and the number of those pending before the Government; and
(f) the details of the areas that are planned to be covered under Kumbha drinking water project in the State and the amount allocated for the said project during financial year 2016-17?

(a) By providing technical & financial assistance, the Ministry of Drinking Water & Sanitation through National Rural Drinking Water Programme (NRDWP) supplements the efforts of States to provide drinking water to rural population, which is a State subject.
The Swachh Bharat Mission (Gramin) [SBM-G] has been launched on 2nd October, 2014, which aims at attaining Swachh Bharat by 2nd October 2019. Solid and Liquid Waste Management (SLWM) is one of the integral components of SBM(G) and under this component, activities like compost pits, vermin composting, biogas plants, low cost drainage, soakage channels/ pits, waste stabilization ponds system reuse of waste water and system for collection, etc. can be taken up. Funds for Solid and Liquid Waste Management activities with a cap of Rs. 7/12/15/20 lakh are available for Gram Panchayats having up to 150/300/500/ more than 500 households.
(b) to (d) Under NRDWP, the State Governments are vested with powers to select, plan, approve and implement drinking water supply schemes. These schemes / projects prepared by the States do not come to the Central Government for approval. The States have a State Level Scheme Sanctioning Committee (SLSSC) which approves the rural drinking water supply projects and monitors them. The funds under the programme are allocated to the States / UTs on the basis of pre-approved criteria and are fixed at the beginning of financial year on the basis of Annual Action Plan (AAP) submitted by the States / UTs. The details of the funds sanctioned / released during the last three years and current year are at Annexure-I.
Under Swachh Bharat Mission (Gramin) {SBM(G)}, the programmatic projects are sanctioned district-wise. Currently, 643 district sanitation projects have been sanctioned and under implementation. 36 districts projects have been received and sanctioned during last 3 years and current year. The State/UT wise details is at Annexure-II. State/UT-wise, Central share release during last three years and current year is at Annexure-III.
No project is pending under SBM(G).


(e) As per the information received from State Govt., 59 nos. of major projects pertaining to clean drinking water are running in Rajasthan including the desert areas amounting Rs. 24,958.22 crores to cover 77 towns, 11,944 villages and 10834 other habitations.
(f) From Kumbha Ram lift canal, projects namely: Bungi-Rajgarh, Ratangarh-Sujangarh, Laxmangarh-Fatehpur and ITJSK water supply projects are under progress in which 6 towns & 431 villages of Churu district, 3 towns & 283 villages of Sikar district and 5 towns & 271 villages of Jhunjhunu district are to be covered. Two other projects namely Udaipurwati and Surajgarh are also planned to be taken up in this financial year having proposed coverage of 2 towns and 284 villages. Total provision of Rs. 240 crores have been taken for financial year 2016-17.
