Question : Sports Schemes for Rural Areas

(a) the names of the schemes along with the names of sports for which the financial assistance is provided by theGovernment to the youth of rural areas in order to promote it;
(b) the funds allocated and released to various States and expenditure incurred for the development and promotion of Sports activities in the States including Gujarat and Madhya Pradesh during the last three years and the financial aid provided to sports institutions in various States, State-wise;
(c) the details of proposals received from various States for development ofSports;
(d) whether the funds have been fully utilised by the States and if so, the details thereof, State-wise and the medium through which funds are provided in rural areas for sports; and
(e) the details of the targets fixed and achievements made in this regard?

(a) ‘Sports’ being a State subject, promotion of sports, is primarily the responsibility of State/Union Territory Governments. Central Government supplements their efforts. Of the various schemes run by the Ministry of Youth Affairs and Sports (MYAS) the following schemes provide for training of athletes and their participation in competitionsacross the country, including in rural areas: -
. Khelo India
. Scheme of Assistance to National Sports Federations (NSFs).
. National Sports Development Fund (NSDF)
. Schemes for Sports Awards, and other incentive schemes
. Enhancement of sports facilities in J & K
. Sports Authority of India (SAI)
. Lakshmibai National Institute of Physical Education.

The above Schemes promote all Olympic sports as well as regional and indigenous sports across the country such as Football, Hockey, Archery, Badminton, Lawn tennis, Wrestling, Boxing, Judo, Basketball, Volleyball, Gymnastics, Shooting, Gatka, Mallakhamb, Kho-Kho, Kabaddi etc.

(b) Khelo India Scheme is a Central Sector Scheme implemented in 2016-17. The Scheme was revised and a revamped as Khelo India- National Programme for Development of Sports. The revamped Khelo India Scheme is being implemented from the year 2017-18. This scheme is Athlete centric and funds are not allocated/ released state wise/ area wise.
The total financial outlay of Khelo India Scheme for 3 years (2017-18 to 2019-20) is Rs. 1756 crore out of which Rs. 435 crorehave been earmarked for utilization and creation of sports infrastructure. Details of the funds released for infrastructure projects sanctioned under Khelo India for various States, including those sanctioned to the States of Gujarat and Madhya Pradesh is at Annexure – I.

(c) to (e) The list of proposals from various States for sports infrastructure under Khelo India Scheme is at Annexure – II. Due to slow pace of execution of the projects the funds have not been fully utilized by most of the States. The status of the pending Utilization Certificates in respect of the funds sanctioned for infrastructure projects under Khelo India Scheme for the last three years is at Annexure-I. Funds are released to the States/UTs/eligible entities
through Public Financial Management System (PFMS). Further release of funds to the executing/Implementing agencies including activities in rural areas is taken care of by the concerned Stats/UTs/eligible entities. The Khelo India Scheme is for the entire country and specific targets have not been fixed. The State wise details of progress of sports infrastructure projects sanctioned under Khelo India Scheme is at Annexure-III.
