Question : Fraud in Hiring of Nurses

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has taken note of increasing number of cases of frauds conducted by private recruiting agencies hiring nurses for overseas;

(b) if so, the number of such cases reported and the action taken/proposed to be taken by the Government thereon during each of the last three years and the current year, State/UT-wise;

(c) the corrective measures taken/being taken by the Government in this regard;

(d) whether the Government proposes to implement unique identification number for staff nurses in the country; and

(e) if so, the details thereof and the time by which it is likely to be implemented ?

Answer given by the minister

(a) to (c): In view of the reports received regarding large scale malpractices in the recruitment of nurses, Ministry of Overseas Indian Affairs has issued an order requiring nurses to take emigration clearance before going for overseas employment to the 18 ECR countries.The Minister of Overseas Indian Affairs has also written to all the Chief Ministers to set up State Government owned Recruitment Agencies under license from the Protector General of Emigrants for the recruitment of Indian worker for overseas employment.
(d) & (e): Indian Nursing Council has conceptualised a Computerized Live Register for various categories of Nurses wherein each nurse/ midwife history will be linked with a unique number. This will enable nurses in intra, interstate and inter-country movement for jobs.
