Question : Appointment of Nodal Compliance Officer in E-Commerce Companies

(a) whether the Government has made it mandatory for all the e-commerce companies to appoint a Nodal Compliance Officer and a Resident Grievance Officer to redress the grievances of the consumers at e-commerce platform;
(b) if so, the details thereof; and
(c) the steps taken by the Government to ensure setting up of a filter system/mechanism by the e-commerce companies to identify the products based on their country of origin and to provide fair opportunities to the domestic product sellers for trading of household goods and the details thereof?

(a) to (c) : The Consumer Protection (E-Commerce) Rules, 2020 were notified on 23rd July, 2020. In order to further strengthen the regulatory framework for prevention of unfair trade practices in e-commerce, Central Government has sought views/ comments/ suggestions on the proposed amendments to the Rules by placing it on the website of the Department of Consumer Affairs. The proposed amendments also include provisions related to appointment of a Nodal Compliance Officer, a Resident Grievance Officer and setting up of a filter system/mechanism by the e-commerce companies to identify the products based on their country of origin.
