Question : FUNDS FOR DEVELOPMENT OF NORTH EASTERN STATES



(a) the total funds granted, released and utilised for the development of North Eastern States, during each of the last three years and the current year, State-wise;

(b) the details of projects that are underway and the targets fixed and achieved alongwith the employment generated through various projects during the said period, State-wise;

(c) whether the Government has any proposal to sanction new projects for the development of North Eastern States and for generation of employment; and

(d) if so, the details thereof and the total expenditure likely to be incurred thereon?

(a) The Planning Commission is involved in the finalisation of the annual plans of the States of North East. The size of each year’s plan is finalised based on the available resources of the States (State’s own funds, borrowings and any other resources) and the available Central Assistance in the particular year.

A statement indicating Annual Plan outlays / expenditure during 2008-09, 2009-10, 2010-11 and current year 2011-12, including Special Plan Assistance / Special Central Assistance (grant), to enable the state government to take up priority projects across the sectors and to meet the resources gap in the Plan for North Eastern States is given at Annexure-I.

Grants-in-aid to the North East State governments are released under the Non Lapsable Central Pool of Resources (NLCPR) Scheme by the Ministry of Development of North Eastern Region. However, under the Scheme, State-wise allocations are not made. Details of State-wise funds released for NLCPR projects during last three years and current year is given at Annexure-II.

The total funds granted by the North Eastern Council to the North Eastern States during each of the last three years and the current year is given at Annexure-III. Figures regarding utilization of grants, State-wise for the last three years and the current year, would be available with the State Governments.

In addition, the 52 non-exempted Central Ministries earmark 10% of their gross budgetary support for the North East Region (NER). The Ministry of DoNER monitors utilisation of expenditure by the above Ministries / Departments against lumpsump provision for the NER. It does not monitor State-wise utilisation. The year wise allocation / expenditure under earmarked funds for NER during 2008-09, 2009-10, 2010-11 and current year 2011-12 is \summarized in the table below:

(b) Under the NLCPR Scheme, the projects for development of socio-economic infrastructure (Power, Roads & Bridges, Education, Health, Water Supply and Sanitation) are undertaken. State-wise details of number of ongoing projects under NLCPR Scheme and Special BTC package (as on 31.07.2011) are given in table below:

The North Eastern Council projects are infrastructural and social in nature (Transport & Communication, Power, Medical & Health, Human Resources Development etc.). Projects of NLCPR Scheme and of NEC are for development of socio-economic infrastructure which directly and indirectly lead to generation of employment.

(c) & (d) The projects of NLCPR Scheme are sanctioned after the techno-economic examination of proposal received from the State Governments which is a continuous process. The sanction of projects by the NEC is a continuous process. The developmental projects are sanctioned on the basis of the Priority Lists from the State Governments of the North East Region as well as on the basis of the Five Year Plan Working Group recommendations pertaining to the relevant sectors of the NEC and the techno-economic scrutiny of the project proposals contained in the Priority Lists/ Five Year Plan Working Group reports as per the extant procedures.
