Question : Improvement in Police System

(a) the type of financial assistance being provided by the Union Government to improve the police system in the States;

(b) the number of persons killed/injured by mob and compensation paid during each of the last three years and the current year, State-wise including Assam, Punjab and Delhi; and

(c) the details of the cases of breach of peace by the external forces reported in the country and the steps taken by the Government to check such cases in future?

(a): Under Modernisation of Police Force (MPF) Scheme, Union Government provides financial assistance to States to strengthen the police infrastructure. Some of the major items of police infrastructure covered under the Scheme are police building, police housing under Plan and mobility, weapons, equipment for training, computerization, forensic science and Mega City Policing (MCP) under Non-Plan. Under the Scheme, the States are grouped into two categories, namely Category ‘A’ and Category ‘B’ for the purpose of funding both under ‘Non-Plan’ and Plan. Category ‘A’ States, namely, J&K and 8 North Eastern States including Sikkim are eligible to receive financial assistance on 90:10 (Centre: State) sharing basis. The remaining States are in Category ‘B’ and are eligible for financial assistance on 60:40 (Centre: State) sharing basis. The provision for Plan component under MPF Scheme was started only in 2013-14. As on date no funds have been provided under Plan component of MPF Scheme during 2015-16. Presently, there is a Non-Plan allocation of Rs.595.00 crore under BE 2015-16 for mobility, equipment, weapons, Mega City Plan (MCP) etc., for State Police under MPF Scheme. Out of the said allocation during 2015-16, Rs.437.65 crore has already been released to the States as on date.

Further, the Central Government is implementing a Scheme to assist the State Governments in construction/strengthening of 400 fortified police stations @Rs.2.00 crore each in Left Wing Extremist affected districts on 80:20 sharing basis (Central:State) over and above the existing allocations. So far, a total amount of Rs.623.89 crore of the Central share has been released to the 10 LWE affected States under this Scheme. The physical progress made by the State Governments is being monitored and funds are released accordingly. Out of the 400 police stations sanctioned under this Scheme, construction work concerning 244 police stations have been completed, construction work concerning 155 police stations are under progress and construction work concerning 01 police station is yet to start.

Central Government is also implementing a scheme for reimbursement of Security Related Expenditure (SRE) for the North Eastern (NE) States (except Mizoram and Sikkim). The expenditure incurred by North Eastern States on certain items relating to security are being reimbursed. These include raising of India Reserve Battalions, providing logistics supports to the Central Armed Police Forces deployed in the States, 75% of the expenditure incurred on POL (petrol, oil and lubricants) in operations, payment of honorarium to village/home guards and Special Police Officers (SPOs), upgradation of police infrastructure and also ex-gratia grant to the victims of extremist violence including personnel of State Police. During 2015-16,Rs 278.18 crore of assistance has been provided to six NE States as on 15.11.2015.

The Government of India has a Security Related Expenditure (SRE) Scheme for Jammu & Kashmir(J&K) also. It provides for 100% reimbursement of expenditure which mainly supports the logistic requirements of police force of J&K and also provides for measures to strengthen the infrastructure of the J&K Police. Some of the items covered include carriage of constabulary, material & supplies, rent and accommodation hired for SFs, Border Posts, honorarium to SPOs, raising of IR Battalions, construction of alternate accommodation, airlift charges, security works by Police Departments, etc. Rs. 286.13 crore have been reimbursed during 2015-16 as on 31-10-2015.
