Question : Suicide Cases

(a) whether it is a fact that the rate of suicides in the country have gone up over 50 per cent during the last three years;

(b) if so, whether young adults account for 33 per cent of the suicide cases;

(c) whether it is also a fact that the rate of suicides is higher among men than women;

(d) the detailed report of suicides for the age group between 20-45 and 45-60, State-wise; and

(e) the reasons behind these suicides and the policy of Government to combat the situation?

(a): National Crime Records Bureau (NCRB) compiles and publishes statistics inter alia on suicide cases. The data maintained by the National Crime Records Bureau (NCRB) does not show any such trend.
(b): In the age group of 18 to 30 years a total of 43,852 persons committed suicides in the country in 2015, which constitutes 32.8% of total suicides in 2015.
(c): Yes, Sir.
(d): State/ UT-wise and age-group wise details on suicides for the year 2015 are at Annexure.

(e): As per the reports available, family problems, illness, marriage related issues, love affairs and bankruptcy or indebtedness are the main reasons for suicides. To address the issue, the Government of India is implementing the National Mental Health Programme (NMHP) and supporting implementation of the District Mental Health Programme (DMHP) under NMHP in 655 districts of the country with the objectives to:
(i) Provide mental health services including prevention, promotion and long-term continuing care at different levels of district healthcare delivery system.
(ii) Augment institutional capacity in terms of infrastructure, equipment and human resource for mental healthcare.
(iii) Promote community awareness and participation in the delivery of mental healthcare services.
(iv) Provide suicide prevention services, work place stress management, life skills training and counselling in schools and colleges.
Further, establishment of 25 Centres of Excellence in Mental Health and strengthening/ establishment of 47 Post Graduate training departments in mental health specialties have been funded.
