Question : PNG Pipelines for Small Industries

(a) whether any arrangements for the laying of PNG Gas Pipeline for the livelihood in small industries in Moradabad is likely to be made in order to ensure that their business is conducted without any impediments, if so, the details thereof including the time by which the said provision will be made available and if not, the reasons therefor;
(b) whether the Government can provide details of total investment that has been made for the city gas distribution project in Bhubaneswar till date and the details of utilization of such investment;
(c) whether the Government can provide details as to the number of households that have been provided with Piped Natural Gas (PNG) connections in Bhubaneswar till date including the time-frame within which all households in Bhubaneswar will receive PNG connection, if so, the details thereof;
(d) whether it is a fact that Indian Oil Corporation Limited is planning to Operate 200 Compressed Natural Gas stations (CNG) in Kerala by 2022, if so, the details thereof; and
(e) whether it is also a fact that presently CNG dispensation is limited to one district in Kerala and whether the dispensation of CNG in other districts would be made soon, if so, the details thereof?

(a) Petroleum and Natural Gas Regulatory Board (PNGRB) is the authority to grant authorization to the entities for the development of City Gas Distribution (CGD) network in Geographical Areas (GAs) as per PNGRB Act, 2006. PNGRB identifies GAs for authorizing the development of CGD network in synchronization with the development of natural gas
pipeline connectivity and natural gas availability. PNGRB has authorized Torrent Gas
Moradabad Limited (TGML) and Torrent Gas Private Limited (TGPL) to develop City Gas
Distribution Network in Moradabad (part) District Geographical Area (GA) and Moradabad
(Excluding already authorized area) District GA respectively. As on 31.12.2019, there are
about 5,640 PNG Domestic connections and 60 PNG Industrial connection provided by
TGPL in Moradabad District.
(b) & (c) PNGRB has authorized GAIL (India) Limited for development of CGD Network in
Khordha District GA on 07.03.2018. Bhubaneswar is a part of Khordha District GA. As on
31.12.2019, GAIL has provided about 5,000 PNG connections to household in Khordha
District GA. GAIL has informed that it has made a budget provision of Rs. 243.53 crore
(2018-2022) for development of CGD infrastructure and made capital expenditure as on
29.2.2020 of Rs. 58.67 crore.
(d) & (e) PNGRB has authorized 5 GAs i.e. Ernakulam District GA, Palakkad & Trissur
Districts GA, Kozhikode & Wayanad Districts GA, Malappuram District GA and Kannur,
Kasargod & Mahe Districts GA to Indian Oil Adani Gas Private Limited (IOAGPL), a joint
venture of Indian Oil Corporation Limited (IOCL) and Adani Gas Limited (AGL), which will
execute as per, minimum work program, which has provision for 259 CNG’s stations. The
entity is currently operating seven CNG stations in Ernakulam district GA.
