(a) whether the Government has received several requests from various States/UTs for grant of approval to the projects/schemes pertaining to various sectors viz., water resources, irrigation, desiltation, river cleaning, water conservation and management, etc. during the current plan period;
(b) if so, the details thereof indicating the name of projects/schemes sanctioned and pending for clearance along with reasons for pendency and time by which these are likely to be cleared, State/ sector-wise;
(c) the details of ongoing and pending projects/schemes pertaining to each of the said sectors along with funds released/ utilized so far and the progress made thereunder, State/UT-wise including the efforts made to complete them in stipulated time;
(d) whether some of the said projects/ schemes have incurred time and cost overruns and if so, the details thereof, State/ UT-wise and the corrective action taken thereon; and
(e) the details of projects/schemes not working upto their optimal level along with the steps take for optimal utilisation of such projects/schemes?

(a) to (e) Central Water Commission (CWC) under this Ministry has received proposals for approval as Major & Medium Irrigation (MMI)/ Externally Aided projects (EAP) / National Projects / Repair, Renovation and Restoration (RRR) of water bodies from the State Governments.

The details of EAP projects appraised in CWC are given in Annexure-I and details of EAP projects under appraisal in CWC are given in Annexure-II. The status of appraisal of National Projects is given at Annexure-III.

During current plan period, 99 ongoing irrigation projects under Pradhan Mantri Krishi Sinchai Yojana (PMKSY) in the country have been prioritized in consultation with States, for completion in phases by December, 2019 in mission mode. The Government has approved the funding arrangement for these projects through National Bank for Agricultural and Rural Development (NABARD) for their completion in a time bound manner. Details of the State-wise list of 99 prioritized projects under AIBP, CADWM, RRR & SMI are at Annexure-IV.


The state-wise details and central assistance released during 2016-17 under PMKSY- Accelerated Irrigation Benefit Programme (AIBP) and PMKSY-HKKP (Har Khet Ko Pani) is at Annexure-V.


During the XII Plan, total of 621 Flood Management Projects for Rs. 57170.48 crore were received from State Governments for techno-economic appraisal out of which, 297 projects of estimated cost Rs.12495.46 crore were cleared during XII Plan. The State-wise status is given at Annexure-VI.


Out of these techno-economically cleared 297 projects, 102 projects for Rs. 5381.28 crore have been approved under Flood Management Programme (FMP) of the Ministry. The details are at Annexure –VII.

4 Meghalaya Community Led Ecosystem Management Project (CLEMP) US$ 500 million PPR has been returned by the Ministry vide their letter dated 04.11.2016 as it does not contain any water resources aspects.

5 Odisha Odisha Community Tanks Management Project Phase-2 (OCTMP-II) Rs. 1560 Crore CWC has examined the proposal, communicated its comments / observations and recommended to the Ministry on 10.05.2016 with the advice to the State Govt. to prepare the requisite DPR.
6 West Bengal Rejuvenation & Rehabilitation of Irrigation network for sustainable development in Damodar Valley Command Area and Management of Floods in Lower Damodar Sub-basin in West Bengal. Rs. 2768 Crore CWC has examined the proposal, communicated its comments / observations and recommended to the Ministry on 11.05.2016 with the advice to the State Govt. to prepare the requisite DPR.
7 Uttara- khand Uttarakhand Water Management Project (UWMP)
Rs. 2200 Crore CWC has examined the proposal, communicated its comments / observations to the Ministry on 08.11.2016, 20.12.2016 and 22.12.2016.

Officials of CWC discussed the matter with State Govt. on 25.07.2016 and they assured to expedite the compliances to the observations of CWC/MoWR.

3 UP Project for Restoring Irrigation Potential of Sarda Sahayak & Sarda Canal System in UP
Rs. 2195 Crore CWC has examined the proposal, communicated its comments / observations and recommended to the Ministry on 21.04.2016 with the advice to the State Govt. to prepare the requisite DPR.
4 Punjab Rehabilitation, extension, renovation, modernization of various canal systems,

restoring storage capacity of reservoirs, ining of water course, along with allied works in Punjab.
Rs. 4128 Crore MoWR,RD&GR has received two proposals separately with the same objective and amount but with different funding source.
The first is a Concept Note for JICA funding and the


other is DPR for AIBP funding.
As the same proposal cannot be processed from two different sources, the matter was apprised to Principal Secy. (Irrigation) on 29.4.2015.
MoWR,RD&GR, vide letter dated 09.10.2015, requested the Govt. of Punjab to clarify their stand regarding funding option of the project, whether central funding or external funding is under PMKSY as each funding option requires separate procedure.

Letter written to project authorities on 14.10.2016 to submit compliances otherwise project shall be returned. MoWR, RD & GR requested to return DPR on 26.12.2016.

2 Rajasthan Rajasthan Water Sector livelihood Improvement Project (RWSLIP)
Rs. 2783.60 Crore Out of 25 (4 Major + 21 sample Medium) projects, hydrological aspects of all 4 major projects and 21 sample medium projects have been accepted.

Project accepted in principle by the Advisory Committee in its meeting on 16.11.2016 after dropping Mahi Project.

Due to issue of large submergence by the project, it has been decided by Advisory Committee of MoWR, RD & GR that a team shall visit the project site and explore the alternate options with reduced submergence/displacement along with minimum loss of power and irrigation benefits, so that the potential of east flowing river may be fully utilised, as envisaged in Indus Water Treaty. A team has been constituted in December 2016 to explore the alternate options with reduced submergence/ displacement.

UJVNL has intimated that compliance to observations of CWC / CEA on the DPR of the project, which are pending since 2010-11 can be submitted only after formation of JV SPV. Meeting to finalize the draft Agreement of upstream Projects on river Yamuna was held under Chairmanship of Secretary, MoWR,RD&GR on 20.07.2016 which was attended by the co-basin States of UP, Haryana, Uttarakhand, Rajasthan, NCT of Delhi and HP. CWC requested Govt. of H.P. in December 2015 to provide adequate security & support to HPPCL staff and its consultants to complete S&I works. In February, 2016, CWC requested HPPCL to intimate whether Govt. of H.P. has provided security & support to HPPCL staff and submit latest status of works. Response from HPPCL is awaited.





10 2nd Ravi Vyas Link Project Punjab
(Ravi Beas Link) Harness water flowing across border (about 0.58 MAF in non-monsoon period) Govt. of Punjab is reluctant to prepare the PFR of the project. They have communicated that the project is technically not feasible but without carrying out any ground work. Govt. of Punjab is reluctant to take up this project. Govt. of Punjab. Has communicated in Feb 2015 that the project is technically not feasible due to reverse slope involving 85 to 96 feet lift, opposition of local farmers due to high water level leading to water logging in the area. Matter will be put up before the High Powered Steering Committee (HPSC) in the next meeting likely to be convened shortly.
