Question : Officers of Geological Survey of India

(a) Whether the Geologist/Officers of Geological of India (GSI) have been conferred the status of an Organised service in consonance with the judgement of the Supreme Court of India and various other court rulings which have attained judicial finality;

(b) If so, the time since when such status has been conferred, if not, the reasons, therefor;

(c) Whether the organised service benefits namely non functional financial up-gradation and pay parity with IAS officers as per 6th Central Pay Commission’s recommendations, which were accepted by the Central Government in case of Geologists of GSI who retired prior to 2006 have been implemented; and

(d) if so, the details thereof and if not, the reasons therefor?

THE STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 330 REGARDING “OFFICERS OF GEOLOGICAL SURVEY OF INDIA” RAISED BY SHRI BHAGWANTH KHUBA, FOR REPLY ON 11.12.2019.

(a) & (b): In Geological Survey of India, there are four services which have organised Group ‘A’ service status i.e. Central Geological Service, GSI Geophysical Service, GSI Chemical Service and GSI Engineering Service. Central Geological Service has been reaffirmed as organised service and Recruitment Rules (RRs) of it were amended as organised service in 2010. Similarly RRs of Chemical, Geophysical and Engineering service were amended and status of organised service conferred on 28.06.2013, 18.07.2013 and 17.05.2013 respectively.

(c) & (d): The Non-Functional Financial Up-gradation (NFU) for officers of Organised Group-“A” Services in PB-3 and PB-4 has been introduced vide DoP&T OM No. AB.14017/64/ 2008-Estt.(RR) dated 24.04.2009 with a view to grant pay parity between Indian Administrative Service(IAS) Officers and officers of other Organised Group- “A” Services and the Scheme is effective from 01.01.2006 only. Therefore, the benefit of NFU has not been granted/extended to any officer of GSI, who retired prior to 01.01.2006.
