Question : Trauma Centres

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the details of trauma centres opened at the national highways in the country, State/UT-wise including the Maharashtra and Rajasthan during the last three years;

(b) the number of trauma centres proposed to be opened at these highways from the years 2015-16 to 2018-19 indicating the construction work out of the above that has been completed/incomplete along with the time by which their construction is likely to be completed;

(c) whether the Government has fixed any target for opening trauma centres at the national highways;

(d) whether basic public facilities have become non-functional in trauma centre of Jhansi city; and

(e) if so, the details thereof and the corrective steps taken in this regard?

(a): Health is a State subject. However, under the Programme ‘Capacity Building for developing Trauma Care Facilities in Government Hospitals on National Highways’, implemented by Ministry of Health and Family Welfare, approval was given for establishing 45 Trauma Care Facilities (TCFs) during the last three years (2016-17 to 2018-19), State-wise details of which are Annexed.
During the last three years, No TCF was approved for the State of Maharashtra and Rajasthan. However, setting up of 6 TCFs in Maharashtra and 10 TCFs in Rajasthan had been approved during 11th Five Year Plan (FYP).
(b): As per the approved guidelines of the Programme ‘Capacity Building for developing Trauma Care Facilities in Government Hospitals on National Highways’, 55 TCFs were approved during the period 2015-16 to 2018-19.

As per the information provided by the States/ Regional Offices of Directorate General of Health Services, the construction has been completed in 12 trauma care facilities.
Further, during the review meeting held recently in the Ministry of Health and Family Welfare, the State Governments have been requested to complete the remaining works so that all the TCFs become operational by March, 2020.
(c ): Under the programme namely ‘Capacity Building for developing Trauma Care Facilities in Government Hospitals on National Highways’, it is envisaged to establish a designated TCF at every 100 Km on the Highways by upgrading the existing Government health care facilities to the appropriate level in terms of infrastructure, equipment and manpower.
(d) & (e): As per the information made available by the State Government, basic public facilities are functional in trauma Centre at Medical College, Jhansi.
