(a) & (b): Kerala implemented National Food Security Act, 2013 with effect from 1-Nov-2016. Allocation of foodgrain to Kerala under TPDS and under NFSA is as given below:

In addition to the above, in view of surplus availability of foodgrains in the Central Pool, Government of India also made additional ad hoc allocation of foodgrain to Kerala to the tune of 5.52 lakh tons, 4.50 lakh tons, 3.69 lakh tons, 3.65 lakh tons and 0.91 lakh tons in 2012-13, 2013-14, 2014-15, 2015-16 and 2016-17 respectively (which includes 4.03 lakh tons, 3.31 lakh tons, 3.45 lakh tons, 2.70 lakh tons and 0.67 lakh tons of rice and 1.49 lakh tons, 1.19 lakh tons, 0.24 lakh tons, 0.95 lakh tons and 0.24 lakh tons of wheat respectively during these three years).
The Central Government has decontrolled the sugar sector by removing the levy obligation on sugar mills from 2012-13 sugar seasons. After deregulation of sugar sector, a new dispensation for distribution of sugar under PDS was put in place w.e.f. 01.06.2013 wherein State Government/UT Administrations were required to procure sugar from the open market through transparent system. The sugar distributed in PDS under sugar subsidy scheme by the Government of Kerala from the FY 2013-14 to 2016-17 is as under-

The National Food Security Act (NFSA), 2013 is now being universally implemented in the entire country. There is no identified category of BPL under the NFSA, 2013. However, the Antyodaya Anna Yojana (AAY) beneficiaries are clearly identified. The Government has reviewed the sugar subsidy scheme in May 2017 and has decided to continue it only for AAY families. The revised guidelines for reimbursement of sugar subsidy to State/UTs for distribution of sugar under Public Distribution System (PDS) for Antyodaya Anna Yojana (AAY) families has been issued to all States/UTs vide letter dated 02.06.2017. The Government of Kerala has not yet given its consent towards participation in the sugar subsidy scheme in AAY families. The annual admissible quota of sugar of Kerala state under the sugar subsidy scheme for AAY families will be 7150 MT.
The allocation of kerosene to the Government of Kerala from the FY 2013-14 to 2017-18 is as under-
No demand for pulses has been received from Kerala.
