Question : Road Safety Issue

(a) whether it is true that the Ministry of Road Transport and Highways on 11 December, 2020 issued instructions/guidelines regarding identification of road safety issues during inspection/travelling of/on National Highways and State Highways/other State roads and if so, the details thereof;

(b) the details of action taken by the concerned officers on the said instructions; and

(c) if not, the reasons for not taking action on such instructions?

(a) Periodic inspection of ongoing and completed works on National Highways is undertaken by officials of MoRTH, State PWDs, NHAI and NHIDCL to take stock of issues regarding operation/maintenance and development of National Highways. However, Ministry of Road Transport & Highways issued guideline on 11 December 2020, directing that inspecting officers shall take specific notes on the Road Safety issues during these inspections of National Highways under their jurisdiction and send it to the concerned Regional Office.
(b) & (c) Based on the inspection, action is taken to address the road safety issue by undertaking remedial measures depending upon site requirements and Road safety Audit recommendation which includes following:
• Traffic calming measures like rumble strips and bar markings
• Provision of crash barriers
• Repair, Rehabilitation and reconstruction of dilapidated and narrow bridges
• Providing pedestrian facilities like FOBs, underpasses, footpaths on vulnerable stretches
• Provision of Road signages and road markings
• Provision of Diversion roads
• Improvement of horizontal and vertical curves to remove geometric deficiency
• Improvement of junctions at NHs
• Provision of Truck Laybyes
