(a) Yes.

(b) to (d) Under National Rural Health Mission (NRHM), all the states including Arunachal Pradesh submits their annual plan, Programme Implementation Plan (PIP). In the PIP, targets are set for the next financial year. The progress is monitored through reports and information received through web based Health Management Information System (HMIS). The need has been felt for infrastructure strengthening and overcoming Human Resource shortage. These have been addressed by new sanctions for infrastructure strengthening, hiring of manpower, capacity development of existing personnel and by involving Non Government Organizations (NGOs) through Public Private Partnership (PPP) under NRHM.
