Question : CONDITION OF CEMENT FACTORIES



(a) the current status of the Cement Corporation of India along with the number of units sick or closed, State-wise including Chhattisgarh;

(b) the reasons for the sickness/closure of such units;

(c) whether the Government proposes to revive the sick/closed cement factories particularly in Chhattisgarh; and

(d) if so, the details thereof and if not, the reasons therefor?

(a): Cement Corporation of India (CCI) is a sick BIFR referred company. It has got 3 operating units and 7 non-operating (closed) units. The current status of CCI is as under:-

# Unit located at Adilabad (Telangana) could not be closed due to interim order of the Hon’ble High Court of Andhra Pradesh for maintaining status-quo.

(b): The main reason for sickness of the Units were obsolete technology and non-modernisation of plants due to shortage of working capital.

(c) & (d): Cement Industry in general is controlled by the Department of Industrial Policy and Promotion (DIPP). DIPP has informed that Cement industry has been decontrolled and delicenced due to the policy of economic liberalization.
As regards CCI, a CPSE under Department of Heavy Industry, there is no proposal to revive the closed units because the Sanctioned Revival Scheme of the company envisages upgradation of the operating units and closure and sale of non-operating units including the units at Mandhar and Akaltara in Chhattisgarh.
