Question : INVOLVEMENT OF PRIVATE SECTOR

(a) whether the Planning Commission propose to involve private sector in infrastructure development in irrigation sector; and

(b) if so, the details thereof?

Answer given by the minister

THE MINISTER OF STATE OF THE MINISTRY OF SMALL SCALE INDUSTRIES, MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES & PENSIONS, MINISTER OF STATE IN THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE DEPARTMENTS OF ATOMIC ENERGY AND SPACE (SHRIMATI VASUNDHARA RAJE)

(a) & (b): As per the Constitution, irrigation is a State subject and the responsibility of planning, funding, execution and implementation of irrigation projects primarily lies with the concerned State Governments. However, the Planning Commission constituted a Working Group on the `Private Sector and Beneficiaries Participation Programme` for the formulation of Tenth Five Year Plan (2002-07). The recommendation of this Working Group may be considered while formulating the Tenth Plan.
