(a) & (b): As per the Constitution, irrigation is a State subject and the
responsibility of planning, funding, execution and implementation of irrigation
projects primarily lies with the concerned State Governments. However, the Planning
Commission constituted a Working Group on the `Private Sector and Beneficiaries
Participation Programme` for the formulation of Tenth Five Year Plan (2002-07).
The recommendation of this Working Group may be considered while formulating the
Tenth Plan.
