Question : Success of Operation Greens Scheme

(a) whether the Operation Greens Scheme introduced by the Government has been successful in increasing production of fruits and vegetables and reducing their price fluctuation;

(b) if so, the details of the achievement of the said scheme so far;

(c) whether the said scheme is likely to help farmers in doubling their income by the year 2020: and

(d) the details of the financial provision in this regard?

(a) & (b): The “Operation Greens Scheme for integrated development of Tomato, Onion and Potato (TOP) value chain” was launched in November 2018 and since then 6 project have been sanctioned out of 26 proposals received by the Ministry. All the projects are under different stage of implementation. After completion of the projects, the impact of Scheme on production of TOP crops and price fluctuation can be assessed.

(c): Yes Sir, the Scheme envisages formation and capacity building of FPOs of TOP producing farmers, provision of quality seeds, etc. After completion of project, project Implementation Agencies have to buy the TOP crops as raw material for processing/retailing from the farmers of these FPOs. This may lead to better price realization to the farmers.

(d): The total budget allocation for the scheme amount to ? 500 Crores. Out of this Ministry has allocated ? 50 Crores for price stabilization measures and remaining ? 450 Crores for integrated value chain development projects. Ministry has approved 6 projects with total cost of Rs. 359.44 crore including grant in aid of Rs. 130.60 crore.
