STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 152 FOR 23RD MARCH, 2012
(a) The number of Central and State â run Mental Hospitals/ Institutes in the country is given at Annexure â A.
(b)&(c) The Government of India provides financial assistance to the State Governments for up-gradation and strengthening
of already established State-run Mental Hospitals and Institutes under the following schemes of the National Mental Health
Programme (NMHP).
i. Up-gradation of Psychiatry Wings of Government Medical Colleges and Civil Hospitals: A one-time grant of Rs.50 lakhs per Institute is
provided for up gradation of infrastructure and equipment which includes construction of new ward, repair of existing ward, equipment for
psychiatric use such as modified ECTs and procurement of items like cots and tables.
ii. Modernization of State-run Mental Hospitals: A one-time grant with a ceiling of Rs.3.00 crores per hospital is provided for
the construction or repair of existing buildings, purchase of equipment, provision of infrastructure such as water- tanks and
toilet facilities and purchase of cots and equipments.
The details of financial assistance provided under the above schemes is at Annexure â B.
In addition, funds are also provided under the Manpower Development Schemes for establishment of Centres of Excellence in Mental Health
and establishment/ strengthening of Post Graduate Departments in mental health specialties. As on date, 11 Centers of Excellence have
been established and 27 Post Graduate Departments have been created across the country. The details of financial assistance provided
under this scheme is at Annexure â C.
(d)&(e): Health being a State subject, the establishment of new mental health hospitals and institutes in the districts/ areas not
covered is the responsibility of the concerned State Government.
