Question : New Coal Block Allocation Policy

(a) whether the Government proposes to formulate a new coal block allocation policy, if so, the details thereof and the reasons therefor; and

(b) the time by which the new policy is likely to be announced by the Government?

Statement referred to in reply to parts (a) to (b) of Lok Sabha Starred Question No.401 to be answered on 30.03.2017 asked by Shri Rajesh Kumar Diwaker.


(a) to (b) Amendment of ''Auction by Competitive Bidding of Coal Mines Rules, 2012'' is under consideration of the Government of India for the following reasons :-

(i) For permitting sale of coal, in view of the amendments made to Section 11A of the MMDR Act by the Coal Mines (Special Provisions) Act, 2015;

(ii) To align these Rules with the Coal Mines (Special Provisions) Act, 2015 and rules framed thereunder; and

(iii) To accommodate the provisions of the proposed revised Standard Bidding Document for Ultra Mega Power Projects (UMPP) framed by Ministry of Power to facilitate allotment of coal blocks for UMPPs at an early date.
