Question : Consumption of Alcohol by Pilots

(a) whether pilots/cabin crew of various airlines have failed the alcohol test during pre-flights medical examination in the recent past, if so, the details thereof;

(b) whether airlines have grounded some of the pilots on this ground alone and if so, the details thereof; and

(c) the guidelines issued by Directorate General of Civil Aviation (DGCA)/ Government in this regard along with their compliance thereof?

(a) to (c) A statement is laid on the table of the House.

(a) & (b) For the period starting from 01.01.2016 to 31.10.2016, a total of 38 Pilots and 113 cabin crew have tested alcohol positive during the pre-flight medical examination for consumption of alcohol. In accordance with the provisions of Civil Aviation Requirements (CAR) Section 5 Series F Part-III, Issue-III, DGCA has suspended privileges of license of pilots and privileges of authorization of cabin crew. Further, the concerned Airlines in compliance of DGCA''s order, have grounded all these pilots and cabin crew. ; (c) The Rule 24 of Aircraft Rules 1937, prohibits the consumption of intoxicating and psychoactive substances by person acting as, or carried in aircraft for the purpose of acting as pilot, commander, navigator, engineer, cabin crew or the other operating member of the crew thereof.; Accordingly, CAR Section 5 Series F-Part-III has been issued by DGCA for the compliance of Rule 24 of Aircraft Rule1937.
