Question : CONSTRUCTION OF TOILETS



(a) whether the Government is implementing scheme for construction of toilets in the villages through Gram Panchayats in the country;

(b) if so, the details of the funds allocated to various States including Madhya Pradesh under the said scheme during each of the last three years and the current year, State/UT-wise;

(c) the details of toilets constructed under this scheme in the country particularly in Madhya Pradesh State/UT-wise;

(d) whether the toilets constructed under this scheme are damaged and are not fit for use;

(e) if so, whether the Government has taken steps for reconstruction of such toilets; and

(f) if so, the details thereof?

(a) Yes Madam. Government of India administers through the States/UTs, the Nirmal Bharat Abhiyan (NBA) in the country, a comprehensive programme to ensure sanitation facilities in rural areas, including construction of toilets, with the main objective of eradicating the practice of open defecation and ensuring clean environment. As per NBA Guidelines, Gram Panchayats (GPs) have a pivotal role to play in the implementation of NBA, including the social mobilization for the construction and use of toilets and also the maintenance of the environment by way of safe disposal of wastes.

(b) Since NBA is demand driven scheme hence no State-wise allocation made. However, the State/UT-wise, central funds released to States, including Madhya Pradesh, under NBA, during each of the last three years and the current year is at Annexure-1.

(c) The details of individual household latrines (IHHLs) constructed under the NBA, during each of the last three years and the current year, State/UT-wise including Madhya Pradesh, is at Annexure-2.

(d) As per the data reported on the Management Information System of the Minsitry, from the Baseline Survey 2013, carried out on sanitation services in rural area by the Ministry through the States, 8.1% toilets have been found to be defunct or dysfunctional.

(e) and (f) Under the NBA guidelines, the households are responsible for maintenance of the toilets themselves.
