Question : Shifting of Principal Seat of High Court of Andhra Pradesh

(a) whether the Government has received a written request to shift principal seat of the High Court in Andhra Pradesh from Amravati to Kurnool and if so, the details thereof; and
(b) whether the Government is considering to take up the request favorably, if so, the details thereof and if not, the reasons therefor?

(a) and (b): High Court of Andhra Pradesh with principal seat at Amaravati was established under Andhra Pradesh Reorganisation Act, 2014 and has been functioning w.e.f. 01.01.2019.
The Chief Minister, Andhra Pradesh in February, 2020 has proposed for shifting of principal seat of Andhra Pradesh High Court from Amaravati to Kurnool.
Shifting of Principal Seat of High Court is decided by the State Government in consultation with the concerned High Court. The State Government is responsible for meeting the expenditure for running the HighCourt of the State. Similarly, the Chief Justice of the concerned High Court is responsible for running the day to day administration of the Court. In the present matter, both the State Government of Andhra Pradesh and High Court of Andhra Pradesh have to form their opinion regarding shifting of High Court to Kurnool and submit a complete proposal to the Government of India. However, there is no complete proposal pending with the Government.
