(a) whether an amount of Rs. 4,282 crores is pending towards rice subsidy under Pradhan Mantri Garib Kalyan Anna Yojana from the Union Government to the State of Andhra Pradesh;
(b) if so, whether the Government has issued any instructions for immediate release of the dues to the State of Andhra Pradesh;
(c) if not, the reasons therefor; and
(d) the instructions issued by the Government to avoid future delays in releasing dues to the State for Public Distribution System?

(a) to (d): Admissible amount of Provisional/Advance Food Subsidy is released to Decentralized Procurement (DCP) States such as Andhra Pradesh, based on their quarter-wise claims.
The claims from State Government towards food subsidy are processed keeping in view the opening and closing balance of stock, procurement, allocation and distribution of food grains, Food Corporation of India (FCI) reconciliation, Utilization Certificate, Economic Cost of foodgrains etc., among others.
An admissible amount of Rs.7,110.11 crore, has already been released against the claims of the State Government including their claim of Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), details of which are annexed.
