Question : National Clean Energy Fund

(a) whether Central Government in 2010-11 imposed a cess of Rs. 50 per tonne on domestic and imported coal to create a corpus viz. National Clean Energy Fund (NCEF) for promoting clean energy initiatives and research;

(b) if so, the total amount of the fund raised till date and the details of utilization of the fund for the past three years and the current year;

(c) the number of Ministries which received funds from NCEF and their utilization;

(d) whether unspent balance has been returned to NCEF and if so, the details thereof; and

(e) whether the Government has released amount to Power Ministry and if so, the quantum of amount released for the last three years and the current year and if not, the reasons therefor?

(a) : Yes Sir. Central Government in 2010-11 had imposed a cess of Rs 50.00 per tonne which was increased to Rs. 100 per tonne with effect from July 2014. In the Union Budget of 2015-16 cess was raised further to Rs. 200 per tonne and to Rs. 400 per tonne in the Union Budget 2016-17.
(b), (c) & (d) : With the introduction of the Goods and Service Tax (GST), the Clean Energy Cess has been abolished with effect from 01.07.2017. The total collection under Clean Environment Cess (CEC) till its abolition during 2016-17 and 2017-18 (April-June) was Rs. 26117.25 crore and Rs. 11463.43 crore respectively.
