Question : Workshop on Integrated Skill Development Scheme


a) whether any workshop on Integrated Skill Development Scheme in the Textile Sector was recently organised;

b) if so, the objectives thereof along with the details of industries and institutions in the aforesaid workshop;

c) whether the participation of the State Governments has been encouraging in the promotion of various schemes meant for the development of skills in the sector;

d) if so, the details thereof, State-wise; and

e) the other steps being taken for the participation of the State Governments in the growth of the sector?

STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO.*276 FOR ANSWER ON 17.12.2015 BY SHRI ANANDRAO ADSUL AND SHRI DHARMENDRA YADAV REGARDING WORKSHOP ON INTEGRATED SKILL DEVELOPMENT SCHEME

(a) & (b): Yes, Madam. A National Workshop on Integrated Skill Development Scheme (ISDS) was held on 27th August 2015 in New Delhi. The objective of the workshop was to showcase the achievements of the scheme and obtain feedback from stakeholders to improve implementation of the scheme. List of organizations, who participated in the workshop, is enclosed in Annexure-I

(c) & (d): Under ISDS, State government agencies partner with the Ministry to implement the Scheme under Component-III. So far 17 state governments have come forward with project proposals and a target of training 2,01,382 persons has been sanctioned to them. Remaining States have been requested to send their proposal under the scheme. A statement indicating state –wise sanction under ISDS is enclosed at Annexure-II.

(e): All the State Governments are being pursued for implementation of the scheme as per guidelines. In order to supplement this, required infrastructure is being set up as apparel and garment centres in each of the eight North Eastern States under NERTPS. For the purpose, required sites are provided by the State Government free of cost as well as the trunk infrastructure of approach road, water and electricity supply line. Implementation of integrated Skill Development Scheme (ISDS) was discussed in the Annual Textiles Ministers’ Conference on 04.11.2015 and the State Governments were requested to speed up implementation.
