Question : IRREGULARITIES IN APPOINTMENT UNDER SPORTS QUOTA



(a) whether any irregularities/discrepancies have been reported/takennote of by the Government in appointmentsunder sports quota in All India Institute ofMedical Sciences (AIIMS) and if so, thedetails thereof;

(b) whether the Government hasconstituted any committee to inquire intothe alleged discrepancies in theseappointments;

(c) if so, the details thereof along withthe action taken by the Government against erring officials; and

(d) the corrective measures taken/beingtaken by the Government to prevent recurrence of such incidents in future?

(a): One complaint has come to the noticein All India Institute of Medical Sciences (AIIMS), New Delhi wherein appointments were made on the basis of sport/game viz. “Shooting ball” which is not included in the list of games/sports that qualify meritorious sportspersons for consideration for appointment under Central Government.

(b) to (c): Disciplinary proceedings have been initiated by AIIMS, New Delhi against the erring officials/officers under Rule 14 of CCS (CCA) Rules, 1965. Since, the charges were denied by these officials/officers, an inquiry is being conducted by AIIMS, New Delhi appointing an inquiry officer as per the procedures laid down in the relevant rules.

(d): The last recruitment under the sports quota was made in the year 2003. Thereafter, in compliance to Hon’ble CAT orders, an appointment was made in the year 2009 under sports quota by AIIMS, New Delhi. Since then, no recruitment has been made under this quota. In future, appointment under Sports quota will be done strictly according to instructions/guidelines circulated by the Government of India in the matter.
