Question : Ambulances and Cranes on NHs

(a) whether the Government has received requests from the States and UTs for providing cranes and ambulances under National Highways Accidents Relief Service Scheme during the last three years and current year;

(b) if so, the details thereof and the number of cranes and ambulances provided to the States/UTs during the period;

(c) whether the Government proposes to start trauma-attendant mobile vehicles/ two wheeler service by the name of First Response for providing emergency medical care to the road accident victims throughout the country; and

(d) if so, the details thereof and the time by which such facilities are likely to be started?

(a) & (b) Ministry of Road Transport & Highways requested States /UTs to send the requirement of Basic Life Support Ambulances (BLSA) during 2015-16 and bank account details. In response to the requests from States, the details of fund transferred for procurement of BLSA during last three years is as under:-

(c) & (d) Public health and hospitals being a State subject, the primary responsibility to provide healthcare services including emergency medical care lies with the State Governments. However, under the National Health Mission (NHM), technical and financial support is provided to States/UTs to strengthen their healthcare systems, including support for emergency ambulance services, based on the proposals made by the States/UTs in their Programme Implementation Plans (PIPs) within their overall Resource Envelope.
Currently, 22,973 ambulances (Dial-108 and Dial- 102/104 type) are operational under NHM in 32 States/UTs. State/UT-wise details are at Annexure I. States of Karnataka and Mizoram have 10 and 6 motorbike ambulances also, respectively.
