(a) to (b): The Government of India is not aware of such a finding. It does not rely on unsubstantiated research studies or indices prepared by private organizations.
(c): âPoliceâ and âPublic Orderâ are State subjects under the Seventh Schedule to the Constitution of India and therefore, the State Governments are primarily responsible for prevention, detection, registration and investigation of crime. The Union Government, however, attaches highest importance to the matter of prevention of crime and therefore, the Union Government has been advising the State Governments/UT Administrations from time to time to give more focused attention to the administration of criminal justice system with emphasis on prevention and control of crime.
