(a) to (c): No, Madam, the Government is not formulating any scheme to ensure proactive role of MPs in various schemes of their districts.
Centrally Sponsored Schemes (CSS) are schemes which are ordinarily on the subjects mentioned in the State and Concurrent lists of the Constitution of India. Hence while these schemes are formulated by respective administrative Central Ministries/Departments in consultation with the States/UTs and other stakeholders, they are implemented eventually by the State Governments/ their agencies as per the guidelines issued by the Central Ministries/Departments which release the funds to the States for execution of the scheme accordingly.
As these schemes are implemented through State Governments and are guided by their respective guidelines formulated by keeping sector specific priorities in mind, there is no single Supervisory and Monitoring Committee for all the Centrally Sponsored Schemes. Role of the Honorable Member of the Parliament in the schemes are governed by the guidelines of the schemes.
