Question : NEW NORMS ON ANTI DUMPING DUTY BY WTO



(a) whether the World Trade Organisation (WTO) is going to set new norms on anti-dumping duties;

(b) if so, the details thereof;

(c) whether the new norms will whittle duty protection available to India on anti-dumping duties;

(d) the manner in which the Government is going to deal with it in the WTO conference;

(e) whether any strategy has been prepared by the Government for this purpose; and

(f) if so, the details thereof?

(a) to (f) As part of the Doha Work Programme, negotiations are in progress in the WTO on the Anti-dumping Agreement in the Negotiating Group on Rules (NGR).The Chairman of the NGR has issued a draft text on Rules on 30 November 2007 proposing amendments, inter-alia, in the Anti-dumping agreement. Negotiations on the draft text issued by the Chair are still in progress. Negotiations in other areas of the Doha Work Programme including Agriculture, Non-Agriculture Market Access (NAMA), Services are also in progress.Final outcome of the negotiations in all the areas including Rules will be reached after conclusion of the Doha Round of Negotiations, as part of the single undertaking.
