(a) the details of total tribal population in the country at present, tribe-wise and State/UT-wise along with the percentage of tribal population to the total population in each State/UT;

(b) whether the Government has conducted any study to evaluate the status of tribals in different parts of the country and if so, the details and the outcome thereof and the follow-up action taken thereon;


(c) the details of the welfare schemes/ programmes being implemented by the Government for the development/ upliftment of tribals along with the number of beneficiaries therefrom, State/UT-wise;

(d) the monitoring mechanism put in place by the Government to ensure better and effective implementation of these schemes; and

(e) the budgetary allocation made and funds utilised therefrom, during each of the last three years, scheme/programme-wise and State/UT-wise?

(a):As per Census 2011, total Scheduled Tribe (ST) population in the country is 10.45 crore. Tribe-wise and State / UT wise data along with percentage of ST population to the total population in each State / UT are given at Annexure I.

(b)& (c):Status of STs in different parts of the Country are evaluated through decennial Census conducted by Office of Registrar General, India; large scale sample surveys conducted by National Sample Survey Office(NSSO), Ministry of Statistics& Programme Implementation; various surveys conducted by Ministry of Health & Family Welfare; Agricultural Census conducted by Ministry of Agriculture & Farmers Welfare, etc.State / UT wise data pertaining to STs based on Census and different surveys are at Annexure II-V.

Based on Census / survey data,Government has adopted a multi-pronged strategy for overall development of tribal people across the country, which includes support for education, health, sanitation, water supply, skill development, livelihood, etc. Major part of infrastructure development and provision of basic amenities in tribal areas/regions in the country is carried out through various schemes/programmes of concerned Central Ministries and the State Governments concerned, while the Ministry of Tribal Affairs provides additive to these initiatives by way of plugging critical gaps. A list of Schemes/programmesadministered by Ministry of Tribal Affairs is at AnnexureVI and number of beneficiaries availing benefit under some of these schemes, State/UT-wise, are given at Annexure VII.

(d):The monitoring mechanism put in place by the Government to ensure better and effective implementation of the schemes / programmes includes the following:

(i) The primary responsibility of monitoring and control over the performance of the scheme/programmes lies with the State Governments. However, the schemes/programmes are also monitored through holding periodic meetings, field visits whenever necessary, progress reports and Utilization Certificates;
(ii) As regards the grants released to State Governments/UTs under the various schemes it is ensured that the utilization certificate is received from them along with the physical progress report.
(iii) Ministry of Tribal Affairs is in the process of putting in place online monitoring system based on the framework provided by NITI Aayog for monitoring of Tribal Sub-Plan (TSP) of all line Ministries / Departments.

(e): Scheme / programme - wise and State / UT-wise funds released and funds utilized during each of last three years are given at Annexure VIII.

NB: 1. The poverty ratios among the STs are estimated from the percentage distribution of persons of ST population as obtained from the large sample survey consumer expenditure data of the National Sample Survey (NSS) and the poverty line for all population.

3. All India poverty ratio for the social groups is worked out from the respective NSS distribution of persons and (implicit) all-India poverty line for all population.
4. The poverty ratio among Scheduled Tribes population at State level may be treated with caution due to small sample size of household based on which the class distribution of persons have been obtained. These States are in urban areas, number of sample households is 18 in Bihar, 18 in Himachal Pradesh and 9 in Kerala
