(a) & (b) As per the latest survey on “Social Consumption in India: Education” which was conducted during National Sample Survey (NSS) 71St Round (January-June, 2014), at all India level, considering all levels of education, the percentage share of expenditure on private coaching was 11.6%, as compared to 11.58% in case of survey in NSS 64th Round (July, 2007- July, 2008). Thus there is no significant difference in the share of expenditure on private coaching in these two Rounds.
(c) A statement indicating proportion (per 1000) of students taking private coaching for levels of school education State-wise, as indicated in the National Sample Survey Office (NSSO) in its 71st Round report on “Key Indicators of Social Consumption in India-Education” is annexed.
(d) & (e) Availability of quality teachers, use of teaching learning material and improvement in quality of teaching in the classroom would reduce the need for private tuition and coaching.
Under Sarva Shiksha Abhiyan (SSA) programme for universalisation of elementary education, financial assistance is provided to States, inter-alia, to recruit teachers to improve pupil teacher ratios and to impart annual-in-service teacher training. States/UTs have also been assisted to conduct comprehensive external student assessment surveys to assess gaps in student learning, in order to undertake corrective action.
In order to provide quality education to students at the secondary level, the Scheme Rashtriya Madhyamik Shiksha Abhiyan (RMSA) has been launched in 2009 to have interventions including : (i) provision of additional teachers to improve Pupil Teacher Ratio, (ii) provision of induction and in-service training of teachers, (iii) provision of Math and Science kits, and (iv) provision of ICT facilities in schools.
