(a) and (b) - Flood management being under the purview of the States, the schemes for flood control are formulated and implemented by concerned State Governments as per their priority. The Union Government supplements the efforts of State Governments by providing technical guidance and promotional financial assistance for management of floods in critical areas. During XI Plan, Government of India had launched Flood Management Programme (FMP) for providing Central Assistance to States for works related to river management, anti-erosion, restoration of damage and flood management works, anti-sea erosion etc. with an outlay of Rs 8,000 Cr. Under the scheme, financial assistance was provided to State Governments for taking up critical works related to river management, flood control, anti-erosion, drainage development, anti-sea erosion, flood proofing etc. in critical regions and restoration of damage and flood control/ management works. The Flood Management Program (FMP) was continued during XII Plan with an outlay of Rs 10,000 Cr. Financial assistance was also provided to the States/UTs for undertaking flood management works project under the scheme “River Management Activities and Works related to Border Areas” during XII Plan.
(ii) The “Flood Management Programme (FMP)” and “River Management Activities & Works related to Border Areas (RMBA)” under operation during XII Five Year Plan by Ministry of Water Resources, River Development and Ganga Rejuvenation were merged as “Flood Management and Border Areas Programme (FMBAP)” for the period 2017-18 to 2019-20 and was further extended upto March, 2021. FMBAP Scheme approval was for completion of the spillover works in respect of 83 ongoing projects as well as for outstanding payments of the completed works which were included earlier under FMP during Xl & Xll Plan. The Scheme had a provision only for clearing the committed liabilities of ongoing and completed projects as per extant Xl/ Xll Plan guidelines and no new project was to be included under FM component of FMBAP Scheme till then.
(iii) The Central Assistance released to States/UTs under FMP and RMBA components of FMBAP for period 2014-15 to March,2021 is at Annexure I
(c) No proposal from State of Kerala for release of funds under FMBAP is pending in the Ministry of Finance.

The funding pattern of Central Assistance provided to States/ UTs as per the extant guidelines of FMP and RMBA component of FMBAP during XII Plan and 2017-2021 period was as under-
(I) FMP Component: General States –50 % (Centre): 50 % (State)
North Eastern and Himalayan States – 70 % (Centre): 30 % (State)
(II) RMBA Component: 100% by Centre
