(a) to (e): A statement is laid on the Table of the House.
Statement referred to in reply to Lok Sabha Starred Question No. 654 by Ms. Ingrid Mcleod and Shri A.F.G. Osmani for reply on 11.05.2005 regarding Agencies for Recruitment Abroad
(a) : Specific data relating to number of Indians working in the Middle-East countries is not maintained as most categories of persons do not require emigration clearance for employment abroad. However, details of emigration clearances granted to regulated categories of persons for employment in these countries during the last three years is enclosed (Annexure-I).
(b) : A statement indicating the state-wise number of recruiting agencies who have been granted registration under the Emigration Act, 1983 is enclosed [Annexure-II].
(c) & (d): Yes, Sir. Complaints regarding over-charging, sending labourers against non-existent jobs, promising wages higher than those offered by foreign employers etc. are received from time to time against registered recruiting agents.
(e): Several steps have been taken which include, inter-alia, issue of directions/show cause notice to the recruiting agents to settle/ resolve the complaint within a reasonable timeframe. If the agent fails to settle the complaint, action is taken to suspend and thereafter cancel the registration certificate. In case of unregistered agents, complaints are filed with the concerned Police Authorities for taking action against them for violation of provisions of the Emigration Act, 1983.
