Question : CENTRAL LABOUR OFFICES



(a)whether the Central Labour offices in the country are equipped to meet the security and health related needs of the labourers;

(b)if so, the number of such offices operating in the country at present, State/UT-wise;

(c)whether the Government has evaluated the functioning of such labour officers; and

(d)if so, the details of such evaluation during the last three years and the current year?

(a) & (b): The Chief Labour Commissioner (Central) is an attached office of the Ministry of Labour & Employment, also known as Central Industrial Relations Machinery (CIRM), with its headquarters at New Delhi. The CIRM has offices spread over different parts of the country with Regional and its field level formations. There are 20 Regional Offices in the country. An important function of CIRM is the enforcement of labour laws in the establishments for which the Central Government is the appropriate Government. The machinery enforces labour laws and rules given in the Annexure.

Further the Directorate General of Factory Advice Service & Labour Institutes (DGFASLI), Mumbai, which is an attached office of the Ministry of Labour & Employment, functions as a technical arm of the Ministry in regard to the matters concerned with safety, health and welfare of workers in factories and ports. DGFASLI organization comprises of the Headquarters at Mumbai, 5 Labour Institutes at Mumbai, Kolkata, Chennai, Kanpur and Faridabad and 11Inspectorates of Dock Safety at Mumbai, Kolkata, Chennai, Kandla, Mormugao, Tuticorin, New Mangalore, Cochin, Visakhapatnam, Paradip and Jawaharlal Nehru Port.

Also, the Directorate General of Mines Safety is a subordinate office under the Ministry of Labour and Employment with its Headquarters at Dhanbad (Jharkhand) with eight zones and 29 Regional Offices.

(c) & (d): No such specific evaluation study has been conducted in respect of Chief Labour Commissioner (Central) and Directorate General of Mines Safety in recent years. However, an evaluation study of the functioning of the DGFASLI was carried out by Indian Institute of Technology, Roorkee in 2012.
