Question : TOTAL SANITATION CAMPAIGN



(a) the action plan prepared by the Union Government for providing basic sanitation facilities to rural households in the country during the Eleventh Five Year Plan;

(b) whether some of the States are lagging behind in executing projects under Total Sanitation Campaign (TSC);

(c) if so, the details thereof and the reasons therefor;

(d) whether funds allocated under TSC are not being properly utilized in some of the States; and

(e) if so, the steps taken or proposed to be taken by the Government for proper utilisation of funds under the scheme?

(a): The Government launched the Total Sanitation Campaign in 1999, by restructuring the earlier Centrally sponsored Scheme of Central Rural Sanitation Programme, with the objective of attaining 100% sanitation coverage in terms of household toilets, school and anganwadi toilets. Till date projects for 593 rural districts in the country have been approved under TSC, with a project cycle of 4-5 years each.

The physical target under TSC for the Eleventh Plan is to cover 6.9 crore households in the rural areas out of which achievements in the first two years of the Plan period is as under:

The central budget allocation during the Eleventh Five Plan period is Rs.7816.00 crore out of which allocation for the first three years is as under:

(b)&(c): A statement indicating the progress of coverage of individual household toilets in rural areas of various states is placed at annexure. The slow pace of progress is attributed to shortage of staff at State and district level, lack of sufficient official motivation, delays in releasing the State share, lower priority given to sanitation vis-à-vis other programmes at district level etc.
