MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI SUDARSHAN BHAGAT)
(a) The details of aims/objectives and salient features of Saansad Adarsh Gram Yojana are at Annexure I.
(b) The details of Gram Panchayats selected by various Members of Parliament (MPs) till 23rd February, 2015 are at Annexure II.
(c) to (d) No Madam, the Government is not mainitaining any special fund for meeting the financial requirements under the SAGY. SAGY is primarily about unleashing the power of people who are expected to inculcate pride in village, encourage societal change/behavioural change, take collective responsibility and initiate People’s projects. The achievement of this is intended through the convergence and implementation of existing Government Schemes and Programmes without allocating additional funds or starting new infrastructure or construction schemes. With this aim, as approved by the Union Cabinet, Secretaries of the relevant Ministries / Departments of the Central Government have been requested by the Ministry of Rural Development to make suitable changes, wherever appropriate, in the guidelines of their respective Central Sector and Centrally Sponsored Schemes / Programmes to enable priority to be given to the Gram Panchayats selected under SAGY. A request has also been made to States governments for according similar priority to SAGY under the State Schemes and Programmes.
(e) to (f) In order to accord priority in the selection of Pradhan Mantri Gram Sadak Yojana (PMGSY) roads for new connectivity as well as upgradation, leading to the eligible habitations in the Gram Panchayats/villages identified by the Members of Parliament under Saansad Adarsh Gram Yojana (SAGY), the Ministry of Rural Development, vide its Circular No. P-17025/37/2013-RC dated 28th January, 2015, has approved the following changes in the PMGSY/PMGSY-II guidelines:-
(i) The State Governments shall give priority to all roads leading to the Gram Panchayats idenfied under SAGY irrespective of Comprehensive New Connectivity Priority List (CNCPL) to include all eligible unconnected habitations in the selected Gram Panchayats. [Para 6.1 of PMGSY Guidelines.]
(ii) In case of upgradation of roads, priority shall be given to the roads with Pavement Condition Index (PCI) Value having 1 and 2 in the Gram Panchayats identified under SAGY. However, the length required for upgradation of these roads should be within the overall target allocated to various States under PMGSY and PMGSY-II. [Para 6.2 of PMGSY Guidelines and Para 5.2 of PMGSY-II Guidelines].
(iii) In case of roads already built under PMGSY, in the Gram Panchayats identified under SAGY, the States should carry out maintenance as per the activities suggested in the PMGSY Operations Manual and Rural Roads Manual (SP – 20.02.2002), even after the first 5 years maintenance period. The States must ensure PCI value of not less than four for all such roads at all times and also keep adequate funds for this purpose.
The Ministry of Drinking Water & Sanitation, vide its communication no. G-11018/01/2015 dated 27th January, 2015, has made an amendment in the National Rural Drinking Water Programme(NRDWP) Guidelines-2013 by adding new sub-para 15.9 in para 15(Planning) that “Proposals of Rural Drinking Water Supply under Saansad Adarsh Gram Yojana(SAGY) should be given priority”.
(g) The steps taken by the Government to remove the difficulties in the implementation of the yojana and track its progress are mentioned in Annexure III.
