(a) whether insufficient allocation of funds has badly affected in efforts made for the development of Scheduled Tribe communities;
(b) if so, the details thereof along with the reaction of the Government thereto;
(c) the percentage of their population in total population of the country; and
(d) the steps being taken by the Government to ensure sufficient allocation of funds for the development of Scheduled Tribe people, UT/State-wise including Uttar Pradesh?

(a) to (d): Tribal Sub-Plan (TSP), now called as Scheduled Tribe Component (STC) at Central level and Tribal Sub-Scheme (TSS) at State level is dedicated source of fund for tribal development across the country. Fund flow under STC / TSS as on date is sourced from various schemes administered by 37 Central Ministries / Departments and State Governments. Major part of infrastructure development and provision of basic amenities in tribal areas/regions in the country is carried out through various schemes/programmes of concerned Central Ministries and the State Governments including State Government of Uttar Pradesh, while the Ministry of Tribal Affairs (MoTA) provides by way of additive to these initiatives on plugging gaps.

Overall allocation of STC funds by the concerned Ministries / Department for the year 2018-19 reached the level of 7.40 % of their total schematic allocation in these Ministries / Departments. With the efforts of Ministry of Tribal Affairs, the trend of STC expenditure has gone up from 85% of total allocation at Revised Estimate Stage in 2016-17 to 96% in 2017-18. Details of TSP Allocation and Expenditure by Central Ministries / Departments (2015-16 to 2018-19) is at Annexure – 1.
Further, an online system has been put in place by the Ministry of Tribal Affairs (web address http://stcmis.gov.in) for monitoring of Tribal Sub-Plan(TSP) / Schedule Tribe Component (STC) funds. The framework captures data directly from Public Finance Management System (PFMS) and gives inputs to see through expenditure vis-a- vis allocations. MoTA has been holding periodic meetings with Central Ministries / Departments having STC funds. Meetings were held on 13.04.2018 and 25.06.2018 followed by another review under the Chairmanship of Secretary on 12/13.07.2018 and 29/30.11.2018. In the said meetings, it has been reiterated to the Ministries / Departments that STC funds should be as per the prescribed percentage.
State TSP:
Most of the States are allocating TSP funds in proportion to ST population in the State. A statement showing State wise percentage of ST population, total state Plan / Scheme Allocation, TSP Allocation and % TSP Allocation for the year 2017-18 is as under:

As per above table that overall TSP / STC Allocation across the country is 9.05% which is more than the total ST population percentage in the country i.e. 8.6% as per 2011 census.
Respective State Government is responsible for formulation and implementation of projects out of TSP funds. MoTA has been constantly advocating for utilization of TSP funds vis-à-vis Allocation through Project Appraisal Committee meetings, regional consultations etc. During past four years the expenditure trend is improving, as reflected in table below:

Rigorous persuasion of MoTA resulted in notable increase of 98% expenditures of State Tribal Sub-Plan funds by States during the years block of 2010-13 (wherein a total of Rs. 165691.00 crore was expended) to 2014-17 (wherein a total of Rs.327574.00 crore were expended).
