Question : SPECIAL CATEGORY STATUS STATES



(a) the details of the States which have been accorded special status so far and the financial and other such assistance provided to these States;

(b) the States which have been provided such assistance but failed to submit utilization certificate to the Central Government in respect of the assistance so provided; and

(c) the number of demands pending for grant of special status, State-wise and the time by which a final decision will be taken in this regard?

(a) Eleven States namely, Arunachal Pradesh, Assam, Himachal Pradesh, Jammu & Kashmir, Manipur, Meghalaya, Mizoram, Nagaiand, Sikkim, Tripura and Uttarakhand have been accorded Special Category Status so far by the National Development Council (NDC). The details of Central releases during 2012-13 under Central Assistance to State Plans and Centrally Sponsored Schemes to these States are given in Annexure.

(b) The releases of funds to States and their agencies are made by the concerned Ministries / Departments based on scheme guidelines as well as utilization certificates of previous instalments. The release and submission of utilization certificates is an ongoing process . monitored by the administrative Ministries.

(c) The request of Bihar for special category status is under examination.
