Question : Siddha Research Centres

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the number of Siddha institutes/ research centres functional at national and State levels in the country, State/UT-wise along with the steps taken/proposed to be taken by the Government to open new Siddha institutes/research centres and strengthen/upgrade the existing ones indicating the funds allocated for the purpose during each of the last three years and the current year, State/UT-wise;

(b) whether the Government provided funds for the National Institute of Siddha for enhancing infrastructure developments and research facilities and also increase the strength of doctors;

(c) if so, the details thereof indicating the Government allocation during the last four years along with the number of doctors working at present;

(d) the measures being taken by the Government to promote e-governance and telemedicine to make Siddha and other systems under AYUSH available at the grassroots level;

(e) whether the Government has received any proposal from the States/UTs regarding financial assistance for setting up of the All India Institute of Siddha Medical Science on the line of All India Institute of Ayurveda; and

(f) if so, the details thereof along with the action taken/proposed to be taken by the Government thereon, State/UT-wise?

(a): The following Siddha Institutes/ Research Centres are functional at National and State levels in the Country: -
(i) National Institute of Siddha(NIS), Chennai

(ii) Siddha Central Research Institute, Chennai, Tamil Nadu.
(iii) Siddha Regional Research Institute, Puducherry, Puducherry
(iv) Siddha Regional Research Institute, Thiurvananthapuram, Kerala
(v) Siddha Clinical Research Institute, Palayamkottai, Tamil Nadu
(vi) Siddha Clinical Research Unit, Karol Bagh, New Delhi,
(vii) Siddha Clinical Research Unit, Bengaluru, Karanataka.
(viii) Siddha Medicinal Plants Garden, Mettur Dam.

Apart from the above Central Council for Research in Siddha (CCRS) has entered into MOU signing with Sh. Venkateshwara Institute of Medical Sciences (SVIMS), Tirupati, Andhra Pradesh. CCRS will be inaugurating the new Siddha Clinical Research Unit at Tirupati at the earliest.

The following steps have been taken to strengthen/ upgrade the National Institute of Siddha, Chennai: -

(i) Construction of a new OPD block at a cost of Rs.31.65 Crore has been approved. Construction is underway.
(ii) IPD was started with 120 beds strength initially and was increased to 200 beds in the year 2014
(iii) Bed occupancy in 200 bedded hospital is 90% during 2016-17
(iv) 11 Doctors and 30 posts of Paramedical staff were sanctioned on contract basis in the year 2016 to fulfil the CCIM norms.
(v) 32 Posts of Paramedical staff sanctioned on contract basis in the year 2017 due to increasing reporting of patients at OPD
(vi) In 2018, two posts of Yoga experts, 2 posts of varmam experts and one post of bone setter have been sanctioned on contract basis. Similarly One post of Physiotherapist and 6 posts of Pharmacist have been sanctioned on Outsourcing basis in the Institute.
(vii) 10 - Special OPDs (Diabetes, Cardiac/Bron.Asthma, Cosmetology, Obesity, Renal/ Hypertension, Yogam & Kayakalpam, Geriatrics, Putru, Infertility, Obstetrics/Gynaecology) and Seasonal Dengue have been opened
(viii) Yoga Hall constructed
(ix) One – PHI study, started in the year 2015 for studying the effectiveness of Siddha Medicine in Rural Area amongst adolescent women for anemia.
(x) Five out-reach clinics in rural and semi-urban areas are conducted as Swastya Rakshan and Swastya Parikshan camps.
(xi) One OPD at Tribal area at Thirukazhukundram started in the month of February, 2018.
(xii) THERAN Software for Hospital Management Information System has been introduced under the name A-HMIS.

The following steps have been taken to strengthen/ upgrade the research centres under the Central Council for Research in Siddha, Chennai:-

(i) New Siddha wing has been inaugurated (for the development of Clinical Section with Laboratories and In-patient wards) at Siddha Regional Research Institute, Thiruvanthampuram on 21.10.2017.

(ii) Modern and sophisticated equipments amounting to 4.13 Crores have been purchased for Research activities in a need-based manner.
(iii) 33 Intra-Mural Research (IMR) projects are ongoing in collaboration with National Institute of Epidemiology.
(iv) Central Council for Research in Siddha (CCRS) has entered into MoU signing with Sri Venkateshwara Institute of Medical Sciences (SVIMS), Tirupati, Andhra Pradesh. CCRS will be inaugurating the new Siddha Clinical Research Unit at Tirupati at the earliest. In addition to this, target places for establishing new centres under CCRS are Guwahati, (Assam) and Goa. Siddha Central Research institute under Central Council for Research in Siddha is marching towards Centre of Excellence.
(v) THERAN Software for Hospital Management Information System has been introduced under the name A-HMIS.

(b): Funds for this purpose are provided to National Institute of Siddha on the basis of the requirements projected by the Institute and availability of funds with Ministry of AYUSH.
(c): The funds allocated to the National Institute of Siddha during last four years have been indicated at (a) above. At present 56 doctors are working in National Institute of Siddha.
(d): An “AYUSH-Hospital Management Information System” has been launched to cater to the AYUSH Hospital under Ministry of AYUSH. This includes Siddha system also. The system is hosted by National Institute of Siddha.
