Question : Pollution in Residential Areas

(a) whether the Government has any scheme to make the residential areas located near various industrial units pollution free and to set up agencies at district level/State level for the conservation of water sources;
(b) if so, the details thereof;
(c) if not, the future plan of the Government in this regard;
(d) whether the Government proposes to formulate any other scheme in this regard and if so, the details thereof;
(e) whether telecommunication techniques are being used to monitor the said areas and if so, the details thereof; and
(f) if not, the future plan in this regard?

(a) to (c) The local authorities functioning under administrative control of state governments have the responsibility and competence to designate areas for industrial activity in their Master Plan. The State Pollution Control Boards (SPCBs) /Pollution Control Committees (PCCs) regulate setting-up of industrial units in designated industrial areas and their operations by granting them ‘Consent to Establish’ and ‘Consent to Operate’ as per the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981.

(d) There is no such proposal under consideration.

(e) & (f) Central Pollution Control Board has directed the 17 categories of highly polluting industries, Grossly Polluting Industries to install Online Monitoring System for real time monitoring of effluent/ emission quality.
