(a) whether the Government has any proposal to formulate a liberal Merger and Acquisition (M&A) policy for Telecom Sector in order to provide greater security to lenders in the event of termination of licences for telecom providers in the country;
(b) if so, the details thereof; and
(c) the steps taken by the Government to facilitate speedy consolidation in an orderly manner so as to ensure sustainable industrial viability and growth of efficient and financially strong telecom operators?

(a) No such proposal is under consideration of the Government.
(b) Does not arise in view of (a) above.
(c) Merger and Acquisition Guidelines have been issued on 20th Feb., 2014 by the Government. This facilitates merger, amalgamation and acquisition of various companies for different services in different service areas . These guidelines have replaced earlier guidelines issued by the Department on 22nd April 2008.
