(a) Ground water levels in various parts of the Country are declining because of continuous withdrawal due to reasons such as increased demand of fresh water for various uses, vagaries of rainfall, increased population, industrialization & urbanization etc. State-wise details of ground water resources availability, utilization and stage of development in the Country are given at Annexure.
(b) & (c) Water being a State subject, initiatives on water management including conservation and artificial recharge to ground water and revival of water bodies in the Country is primarily States’ responsibility. However, steps taken by the Central Government for conservation of ground water are available at the following URL http://mowr.gov.in/sites/default/files/MeasuresForGW-Depletion_1.pdf.
(d) Central Ground Water Authority has issued advisories to States and UTs to take measures to promote/adopt artificial recharge to ground water/rainwater harvesting. 30 States/UTs have made roof top rainwater harvesting mandatory by enacting laws or by formulating rules & regulations or by including provisions in building bye-laws or through suitable Government Orders.
