Question : SINGLE WINDOW CLEARANCE FOR GRANT OF IRON-ORE LEASE



(a) whether the Government proposes to introduce a single window clearance procedure for grant of iron lease;

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) the steps taken/being taken by the Government to remove the bottlenecks in granting of iron ore lease;

(e) whether the Government has received any complaints/representations against delay in granting mining lease; and

(f) if so, the details thereof and the remedial measures taken in this regard?

(a) to (c) No, sir. However there is a proposal to set up a Coordination- cum-Empowered Committee at Central and State Government level which would oversee departmental clearances in order to minimize delays.

(d) High Level Committee (HLC) under the Chairmanship of Shri Anwarul Hoda was set up in Planning Commission to review the National Mineral Policy and the Mines and Minerals (Development & Regulation) Act and rules framed thereunder in order to streamline and simplify the procedures of grant of mineral concessions, including grant of iron ore leases.Based on the recommendations of the HLC, a new NMP has been approved by the Government, which has been Tabled in both houses of Parliament. The new NMP is also available on Ministry`s website (http:// mines. nic. in).

(e)&(f) Some references have come to the notice of the Central Government where the time taken for grant of mineral concession has been more than the prescribed time limit. The New Mineral Policy addresses the issue of delay in granting of mineral concessions by suggesting measures for streamlining and simplifyng the procedures.
