Question : FUNDS FOR CONSTRUCTION WORKERS



(a)whether the Government has made assessment of the funds available with the various States` Building and Construction Workers` Welfare Funds;

(b)if so, the details thereof; and

(c)the steps being taken by the Government to utilise these funds for the welfare of building and construction workers effectively?

(a) & (b): As per information received from State Governments, the detail of cess collected under the Building and Other Construction Workers’ Welfare Cess Act, 1996, amount spent for welfare of construction workers and amount available of cess collected as on 31.03.2014 is as under:

(c): Under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, every State Government has to constitute a State Building and Other Construction Workers’ Welfare Board. The functions of the Board include providing various welfare and social security measures.

The Central Government has issued directions under Section 60 of the Act asking, inter- alia, the States to mandatorily provide welfare schemes for the workers covering death benefits, accident benefits, funeral assistance, education assistance, pension for persons not able to work due to old age/ disability, medical insurance, assistance for purchase of tools, skill upgradation, maternity benefits and grant for repairs and construction of houses.
