Question : National Data Governance Framework Policy


Will the Minister of Electronics and Information Technology be pleased to state:

(a) whether the National Data Governance Framework Policy will ensure equitable access to non-personal data as it seeks public consultation, and working amendments and if so, the details thereof;

(b) whether the policy focuses on improving the institutional framework for Government data sharing, promoting principles around privacy and security by design and encouraging the use of anonymization tools,

(c) if so the details thereof/present status thereof; and

(d) the steps being taken to give clarity on the operations of the IDMO and for provisions such as access to annotated datasets for AI innovation, collaboration with the private sector and social impact firms to build data capacity; and

(e) if so, the details thereof including the steps being taken in this regard?

Answer given by the minister


(a) to (c): The Draft National Data Governance Framework Policy aims to ensure that non-personal data and anonymized data from both Government and Private entities are safely accessible by Research and Innovation eco-system.

The policy aims to provide an institutional framework for data/datasets/metadata rules, standards, guidelines and protocols for sharing of non-personal data sets while ensuring privacy, security and trust.
(d) to (e): The IDMO shall coordinate closely with line Ministries, State Governments, and other schematic programs to standardize data management by building up capacity and capabilities in each Ministry. Further it will accelerate inclusion of non-personal datasets housed within ministries and private companies into the India Datasets program.

MeitY released the Draft National Data Governance Framework Policy on 26thMay 2022 for public consultation. Currently the draft policy is under finalization.
