Question : RESERVOIRS OF JHARKHAND



(a) whether revised detailed plan estimate of Auranga Reservoir plan of Palamu Commissionary of Jharkhand is pending with the Central Water Commission for a long period;

(b) if so, the time by which the said project is likely to be approved;

(c) the time by which construction work is likely to be started as per the revised estimate of the plan alongwith the details of the funds proposed for implementation of this project; and

(d) the main reasons for delay in its implementation?

(a) & (b) Auranga Reservoir Project of Jharkhand was accorded investment clearance by the Planning Commission in September, 1983 for Rs.125.40 Crore. Revised estimate of Rs.297.81 crore (at 1987-88 Price Level) was accepted by the TAC in its 55th meeting held in August, 1993 subject to environment and forest clearance from the Ministry of Environment and Forests and clearance of R&R plan from the Ministry of Social Justice and Empowerment. The State Government of Jharkhand has again submitted a revised estimate of the Auranga Reservoir project of Rs.1260.88 crore at December 2004 price level in June, 2006 for appraisal. Observation on cost aspect was sent to the State Government on 01.11.2006 for compliance. The time taken for the approval/clearance of the project depends upon the promptness with which the State Government arranges compliance to the observations of Central Appraising Agencies.

(c) & (d) Irrigation being a State subject, the projects are planned, funded and executed by the State Government as per their own requirements and priority of works. However, as reported by the State Government, cumulative expenditure on Auranga Reservoir project upto March, 2006 is Rs.75.53 crore including an expenditure of Rs.26.29 crore incurred on this project during 2005-06.
