Will the Minister of COAL be pleased to state:


a) The total number of projects of Coal India Limited(CIL) / Neyveli Lignite Corporation (NLC) Limited worth Rs. 100 crores and more;
b) Whether any of these projects have been delayed;
c) If so, the details thereof and reasons therefore and the current status of the said projects along with the time over-run and cost-escalation;
d) The steps taken by the Government for the speedy implementation of these projects;
e) Whether a large number of coal projects are pending due to environmental and forestry clearances for these projects;
f) If so, the details there of and the steps taken by the Government in this regard?


ANSWER

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF COAL, POWER AND NEW AND RENEWABLE ENERGY (SHRI PIYUSH GOYAL)

(a) to (f) : 85 projects of Coal India Limited worth costing Rs. 100 Crores and above are under implementation. The current status and reasons for delay if any, of the above projects along with the time over-run has been attached as Annexure. There is no cost escalation in these projects.

Five projects of Neyveli Lignite Corporation (NLC) Limited worthRs. 100 crores and more are under implementation.

1. Neyveli New Thermal Power Project ( 2 x 500 MW)
2. Expansion of Mine-I (Area Expansion) & Expansion of Mine-IA (3 MTPA to 7 MTPA)
3. Bithnok Lignite Mine (2.25 MTPA) cum Power Project (250 MW)
4. Barsingsar TPS Extension Power project (250 MW) linked to Hadla Mine Project (1.9 MTPA) and
5. Wind power project (51 MW).

All the above projects are in the implementation stage. However the wind project (51 MW) of NLC Ltd., is delayed by 21 months owing to the delay in supply and erection by the Contractor.

Projects costing more than Rs 500 Crores and with capacity of 3 Mty and above are reviewed by the Secretary, Ministry of Coal on Quarterly basis. Performance of all projects of Rs. 150 crores and above is monitored by Ministry of Statistics and Programme Implementation (MOSPI) through Online Computerised Monitoring System (OCMS).

Further, to expedite the implementation of these projects, regular inter-ministerial meetings are held. Monthly review meeting under the chairmanship of Secretary (Coal) is held through online Coal Project Monitoring Portal to resolve pending issues of coal projects with MoEF&CC, Railways and other central ministries. Officials of Ministry of Coal also regularly interacts with State officials to pursue critical issues such as land acquisition / possession, environment & forest clearances, relief and rehabilitation issues, and law and order situation amongst a gamut of related areas.
